This document introduces Connect SoCal 2050, a long-term Regional Transportation Plan and Sustainable Communities Strategy. The Regional Council approved an amendment to the Executive Director's Employment Agreement, including a salary adjustment and an extension of the contract term. Additionally, the Council authorized the formation of the 7th Regional Housing Needs Assessment Subcommittee to support methodology development and allocation planning. The meeting also included reports from committee chairs regarding Connect SoCal implementation, transportation conformity challenges, and airport access studies. A special economic update was provided, highlighting regional employment stability alongside rising housing production. Furthermore, administrative reports covered federal advocacy efforts, legislative updates, and agency certification processes.

The committee held a special election for the position of vice chair, resulting in the election of Steven Ly. The meeting included information updates on the California High-Speed Rail Authority's construction progress, project timelines, and funding strategies, as well as an update on the implementation strategies for Connect SoCal 2024. Additionally, the committee received a report on the Southern California Airport Access and Mobility Study, which aims to improve regional multimodal network connectivity. Reports were also provided by the Chair and a representative from Metrolink regarding potential fare increases and service reductions.

The committee held an annual retreat to align on priorities and policy issues. Discussions included an organizational overview, Connect SoCal 2024 and 2050 planning, regional housing needs assessment (RHNA) processes, and subcommittee appointments. The legislative team provided updates on SB 375 and AB 2002, detailing efforts to streamline housing planning and secure funding. Additionally, the committee evaluated signature events and reviewed presidential priorities, with a focus on integrating economic development into regional infrastructure planning and housing strategies.

The committee meeting focused on allocating Federal Transit Administration Olympic and Paralympic Formula Funding to the Los Angeles County Metropolitan Transportation Authority. Other topics included the adoption of the fiscal year 2026-27 salary schedule, performance criteria scale, and adjustments to various job classifications. Additionally, the agenda covered regional transportation program elements, including venue approach enhancements, transit service improvements, and safety projects for rail stations, alongside a review of contract thresholds and legislative updates.
