This document details the City of Storm Lake's 2023 Strategic Planning Retreat, held to update its existing strategic plan and define specific community goals and objectives. Key strategic focus areas identified for 2024 include developing child care solutions, addressing housing needs, exploring a community recreation center, establishing the Storm Lake United organization, and advancing the Dredge Fill Spoil Site. A long-term vision for 2029 was also established, encompassing expanded retail, improved public transit, enhanced community outreach, and robust economic development.

The council proclaimed the week of May 17th to the 23rd as Public Works Week and received a report regarding the upcoming closure of city hall offices for a financial software conversion. The council heard a presentation on a local high school class's participation in mock city council meetings. Actions taken included approving a transfer of a tobacco permit for a business relocating within the city, authorizing the use of Chitaka Park for a county health department safety day event, and passing a resolution in support of a workforce housing tax credit application for the Beacon Point Apartments project. Additionally, the council held a public hearing for a budget amendment for fiscal year 2025-2026, which addressed payroll overpayments in the fire department and various adjustments to revenue and expenditure projections.
