The workshop focused on challenges and opportunities for infill housing development. Key discussions included the economic difficulties faced by private developers in the 'missing middle' market, such as rising costs and complex approval processes. Speakers proposed streamlining development, infrastructure partnerships, and using predictable incentives. The council also received a presentation on 'New Leaf Grove,' a supportive transitional housing community, including a discussion on the city's letter of credit requirements for infrastructure development and their impact on non-profit development capital.

The board discussed logistical preparations for Ladies Day, including vendor and instructor coordination. Maintenance updates were provided regarding the application of rye seed and weed control treatments at the golf course, alongside ongoing challenges in managing course conditions amidst extreme heat and water availability constraints. The board also addressed a recent security incident involving a confrontation between two groups of golfers that extended into the clubhouse. Finally, a financial review was conducted, noting positive trends in rounds played and cart rentals compared to the previous year, despite a minor decrease in food and beverage revenue.
The board addressed a contract default issue concerning properties acquired through the city's affordable housing fund, which were leased to non-HCV tenants in violation of contractual requirements. The discussion centered on the breach of agreement regarding tenant eligibility for two specific properties managed by Hope CDC. The board evaluated potential remedies for the default, including requiring financial restitution or allowing existing leases to run their course to avoid displacing current tenants, and reviewed market rent comparisons for the area.
The City Council held a regular meeting to address several administrative and operational items. Key discussions included public concerns regarding homelessness and housing vouchers, and a review of bids for restroom renovations at Cowtown. The Council approved various petitions for water and sewer improvements, issued Industrial Revenue Bonds for a theatre renovation project, authorized updates to the 2027 employee insurance plans, and approved contracts for translation services. Furthermore, the meeting involved the ratification of bond sales, the approval of a maintenance agreement for the Prairie Sunset Trail, and the authorization of contracts for new police command vehicles.
