The City of Salisbury's Strategic Plan serves as a roadmap to achieve its shared vision, outlining how the city will grow, invest, and serve its residents. The agenda items for this meeting include the call to order, introduction of commission members and quasi-judicial procedures, and consideration of Certificates of Appropriateness (COA2026-02-00337) for 111 East Horah Street, which proposes replacing vinyl windows, installing a rear entrance ramp, and adding new parking spaces. The primary discussion item involved a request to amend Chapters 4, 15, and 16 of the Land Development Ordinance (LDO) regarding traffic impact studies. The proposed amendment seeks to lower the trip generation threshold for requiring a traffic study from 3000 vehicles per day (vpd) to ensure traffic impacts are properly analyzed and mitigated. Changes include lowering the trigger threshold in Chapter 4 and updating terminology in Chapters 15 and 16 to align with new Volume to Capacity (V/C) Ratios and Level of Service (LOS) values. The Board found the text amendment consistent with the Forward 2040 Comprehensive Plan policy and recommended approval to the City Council. Additionally, the draft South Main Area Plan was presented, which guides future growth based on community input focusing on mixed uses, city connection, artistic expression, and high-quality development. A community meeting for feedback on this plan was scheduled for January 29. Staff also introduced the new Development Services Specialist who will serve as the Planning Board secretary.

Key guiding interests include balancing commercial and residential land uses, enhancing multimodal connectivity for all users, promoting artistic expression, and integrating high-quality new development with existing architectural character. It emphasizes smart growth principles, focusing on adaptive reuse, infill development, strengthening public spaces, and supporting local businesses to foster long-term stability and economic vitality.
