Further consent items involved accepting a resignation and declaring obsolete county property for disposal via internet auction. A key resolution involved approving a Memorandum of Understanding with the Mental Health and Recovery Services Board for opioid recovery programming. Discussion topics included an Update Procurement Plan for the Department of Job and Family Services, a weekly update from Building and Grounds, discussion regarding the Deputy Services Contract with the Sheriff's Office, a bid opening for the Board of Developmental Disabilities Miscellaneous Projects, and a discussion concerning the Sanitary Sewer and Waste Water Treatment Plant.

The agenda for the General Session included several items for review and approval under the Consent Agenda, such as authorizing warrant transfers between various Allen Water District Funds and multiple supplemental appropriations across several dedicated funds, including the Administration Building Fund, Guardianship Services Fund, and 911 Systems Fund. Additionally, the Board planned to address renaming Fund 9866 to the Ohio Election Integrity Fund and accepting two resignations from the Allen County Department of Job & Family Services. Key discussions included resolutions from the Sanitary Engineer authorizing the purchase of a new CCTV Inspection System, and resolutions from the County Engineer to advertise for bids for bridge replacement projects on Columbus Grove-Bluffton Road and Begg Road, as well as approving estimates for structure replacements on Begg Road and Kerr Road. The schedule also included updates from Building and Grounds, EMA, and a view concerning the Sanders Alley Vacation.

The agenda for the General Session, designated as a Re-Organizational/Agenda Meeting, includes the nomination of the President and Vice-President for 2026 and the approval of the agenda. Items for review and approval involve resolutions establishing meeting rules for 2026, approving travel expenses, authorizing a warrant of transfer between the General Fund and the Bixel Two Stage Ditch Fund, and authorizing payment of membership dues for the Northwest District CDJFS Ohio Director's Association. Resolutions for signature cover the amendment of annual appropriations for the General Fund, approval of estimated monthly expenditures for county-issued credit cards for the Veterans Memorial Civic and Convention Center, and entering into cooperative agreements for Safety Services Dispatching with the Allen County Sheriff's Office and both the American Township Trustees and the Westminster Fire Department. Other resolutions authorize the sale of a 2006 Hyundai Tucson as salvage, entering into an agreement for basic financial statement compilation with the Office of Auditor of State, and amending an Enterprise Zone Agreement with Murfin, Inc. Discussions are scheduled with the County Engineer regarding certifying the county highway system mileage report, a Building and Grounds Weekly Update, a discussion on the Community Development Block Grant involving Spencerville and Choice Engineering, interviews for a Regional Transit Authority Board Appointment, and a discussion regarding a Cooperative Agreement with the Port Authority of Allen County.

The General Session agenda included a discussion regarding the Clerk of Courts Relocation with the Clerk of Courts and Allen County Judges. Items for review and approval covered several supplemental appropriations for various funds including Sanitary Engineering Surplus, Veterans' Garage, Shawnee Oaks Reroute, CSEA Building, Capital, and Community Development funds, as well as authorizing a warrant of transfer and approving membership dues for Lima Young Professionals. Resolutions addressed late fee/penalty waivers, ARPA fund allocations for the Administration Building Capital Fund, authorizing agreements with Charles Construction Services, approving a Change Order for Village of Lafayette street improvements, and amending a subgrant agreement for the Allen County Family and Children First Council. Discussion topics included payments to the Village of Bluffton, contracting for fuel system refurbishment by the County Engineer, submitting a grant application to the Ohio Attorney General for the Opioid Remediation Grant, and approving agreements/MOUs related to child services between the Department of Job and Family Services and community partners. Further discussions were scheduled regarding staff updates, county projects, a quarterly update from the Department of Job and Family Services, and the Child Support Enforcement Agency Building Renovation.

The public hearing reviewed information for funding under the State of Ohio 2020 CDBG Programs, including Community Housing Impact & Preservation (CHIP), Housing Development Assistance Program, CHDO Competitive Operating Grant Program, Homeless Crisis Response Grant Program, Housing Opportunities for Persons w/AIDS, Community Development Program, Economic Development & Public Infrastructure, Target of Opportunity Grant, and Training and TA. The County is eligible for Community Development Allocation Funding Program, Neighborhood Revitalization Program, Critical Infrastructure, Economic Development Loan and Public Infrastructure Grant Program and Target of Opportunity Program.
