Board meetings and strategic plans from James Hoffmann's organization
The Closter Planning Board adopted a resolution regarding the Master Plan Amendment, Housing Plan Element, and Fair Share Plan Round 4. The plan addresses the Borough's Fourth Round affordable housing obligation, with preliminary calculations from the New Jersey Department of Community Affairs indicating a need for 16 units of Present Need and 251 units of Prospective Need. The Borough sought relief from the Affordable Housing Dispute Resolution Program, resulting in a determination of 241 units for Prospective Need. The Plan identifies specific parcels for redevelopment to meet the adjusted obligation, considering the Borough's limited vacant land. The Board determined that the Plan advances goals of the Municipal Land Use Law and Fair Housing Act, providing a realistic opportunity for the development of the Borough's fair share of regional low and moderate cost housing.
This Community Forestry Management Plan for the Borough of Closter serves as a roadmap for preserving, maintaining, and promoting public tree resources. It focuses on three main strategic goals: maintaining a viable and safe township tree canopy, promoting education and awareness regarding the benefits of trees, and meeting all requirements of the NJ Shade Tree & Community Forestry Assistance Act. The plan aims to improve the quality of life for residents and businesses by maximizing the environmental, social, health, and economic benefits of trees, while ensuring a healthy urban forest and increased public safety.
The meeting included the swearing in of new members, election of officers, and a discussion on historic preservation, including the National Historic Preservation Act and the National Register. Members shared their interests in Closter and historic preservation. The commission discussed attending a workshop for Historic Preservation officials and an online class. The meeting time was changed from 8:00 to 7:00. There was also discussion about the United States' 250th anniversary in 2026 and the commission's potential participation in the celebration. The rest of the agenda, including old and new business and liaison reports, was not addressed.
The meeting included discussions on active future proposals for designation, including Closter Borough Hall, Nagel/Auryansen Cemetery, and the High Street District. Members discussed distributing pamphlets for realtors and the public, planning a poster or advertisement about future dates and topics, and presenting the Cemetery Award. Concerns were raised about the condition of the grounds at Auryansen House. The meeting also covered the Acquisition Grant application for the Lustron Property, goals for 2013 & 2014, continuing education, and historic signage in downtown Closter.
The meeting included a summary of the Mayor's Zoom meeting attended by board members, where committees and boards provided updates. There was discussion regarding the 2nd Annual Food Pantry Summit. Volunteer opportunities were discussed, including listing them in St. Mary's Bulletin and arranging for perishable goods pickup. Feedback from packers and volunteers was addressed, including guidance on packing paper products and identifying most needed items. An update was provided on a grant for a new refrigerator and freezer to be located in the Closter Senior Center kitchen. The review of most needed items will follow the upcoming food drive from Hillside Elementary School.
