Key actions involve CTC Staff working with Caltrans to inquire about and analyze the efficiency of the Master Agreement process. Future discussions were proposed regarding adding the Transformative question to specific applications. Significant consensus was reached on numerous guidelines sections, including Funding Restrictions, Title VI Requirements, and clarifications on Program Schedule, Funding and Program Cycle, Distribution, Matching Requirements, Reimbursement, Eligible Applicants, Eligibility, Application Submittal Requirements, Project Evaluation Process, and Project Delivery aspects. Additionally, consensus was reached to highlight the 2% cap for Plan projects and delete the Justice40 Initiative section.

The committee also covered behavior science and "nudge" marketing tactics to encourage census participation, an overview of the Statewide Outreach and Communication Strategy (SOCS), and a demonstration of the Statewide Outreach and Rapid Deployment (SwORD) mapping portal. Working groups convened to discuss objectives and tasks for 2019, focusing on access and outreach, content and citizenship, housing, and trust and confidentiality.
