The strategic plan for Upland Public Library, covering FY 2021-2025, aims to guide the library's future by focusing on literacy, young children, and seniors, while embracing the city's unique resources. It is structured around three strategic goals: 'Connect', which focuses on informing and unifying the community through digital skills and communication; 'Engage', centered on fostering a love of reading and literacy, preparing children for kindergarten, and utilizing partnerships; and 'Enhance', which prioritizes digital literacy, technology skills, aligning services with community needs, and involving teens. The plan is designed to ensure the library continues to offer excellent 21st-century services, acting as an educational and cultural hub for the community.

This plan outlines the City of Upland's strategic objectives for the Permanent Local Housing Allocation (PLHA) funds. The two primary uses of the PLHA resources are: 1) Homeless services, with funding allocated to the Upland Homeless Outreach, Prevention and Education (U-HOPE) program for outreach, prevention, and short-term rental assistance. 2) Assisting with the predevelopment, acquisition, rehabilitation, or new construction of multifamily housing, to be converted into affordable rental housing for 55 years for households with incomes at or below 120% AMI. The plan aims to address housing priority needs and increase the supply of affordable housing.

The City of Upland's Consolidated Plan provides a comprehensive assessment of housing and community development needs and outlines strategies for investing federal Community Development Block Grant (CDBG) funds from July 1, 2025, to June 30, 2030. The plan prioritizes six key needs: affordable housing, improved infrastructure, equal access to housing opportunities, public services for residents (including those with special needs and individuals experiencing homelessness), improved public facilities, and economic opportunity for low-income residents and small businesses. Its objective is to provide decent housing opportunities, maintain suitable living environments, and expand economic opportunities for low- and moderate-income residents.

The meeting included a public hearing to consider a Mitigated Negative Declaration and Mitigation Monitoring Program for the Bridge Point Upland Project. This project involves the development of a 201,096 square foot warehouse/parcel delivery service building with ancillary office/retail space on approximately 50.25 acres. The Council was slated to consider several resolutions related to this project, including the adoption of the Mitigated Negative Declaration, approval of the Site Plan, Design Review, and Lot Line Adjustment, and the introduction of an Ordinance approving the Development Agreement.

The key discussion item involved the review of the investment portfolio for the period ending March 31, 2018. A representative from Piper Jaffray provided the committee with an overview of the City's portfolio and the economic outlook, which the Committee received and filed.
