This document presents Hays County's comprehensive planning and assessment efforts for future water supply and flooding. The overarching goal is to enhance long-term resilience, ensure reliable water supply, and reduce community vulnerability to flooding.

The Commissioners Court meeting addressed a wide range of administrative and operational items. Key actions included the recognition of February as Black History Month, the acceptance of annual racial profiling reports from various law enforcement departments, and the approval of various financial matters such as county invoices, payroll disbursements, and budget amendments for fiscal years 2025 and 2026. The court also authorized professional service agreements for legal expunction services, translation services for juvenile facilities, and IT software procurements. Additionally, the court addressed infrastructure and road projects, including the selection of engineering services for utility coordination and design, and authorized grant applications for watershed protection and community development. Discussions regarding water conservation and data center development regulations took place, and the court held executive sessions to deliberate on real property acquisition and variance requests.

The court adopted multiple proclamations, including recognition of American Red Cross Month, the 250th anniversary of the Declaration of Independence, Women's History Month, and World TB Day. Financial items addressed included the approval of county invoices, juror disbursements, healthcare claims, and payroll disbursements, along with various budget amendments and departmental financial requests. Operational and administrative actions included the appointment of staff to a collective bargaining team, authorization for the purchase of various equipment such as laptops, cognitive journals, office furniture, and communication kits, and approval of out-of-state travel. The court held public hearings regarding a no-left-turn lane, replats, and discussed developments, road improvements, and grant applications for various county offices. Additionally, executive sessions were conducted to deliberate on economic development, right-of-way acquisitions, and real property matters, and the court established a timeline for the burn ban.

The Commissioners Court held several meetings covering a broad range of administrative, financial, and operational matters. Key actions included the appointment and confirmation of board members for the Hays County Historical Commission and various TIRZ boards, the adoption of several proclamations, and approval of numerous grant applications and budget amendments for departmental operations, sheriff's office programs, and public infrastructure projects. The Court also addressed personnel appointments, infrastructure and road construction contracts, utility permits, property use policy applications, and legal matters, including settlement agreements and eminent domain resolutions. Additionally, the Court reviewed and ratified various professional service agreements, contract renewals for countywide services, and software implementations, while also conducting public hearings on subdivision plats.

The Commissioners Court handled numerous financial and administrative matters, including approval of county invoices, payroll, juror disbursements, and insurance claims. Budget amendments were authorized for various departmental and capital projects. Multiple board appointments and reappointments for Emergency Services Districts were confirmed. The court approved several interlocal agreements, including a JBCR program for the county jail and the construction and operation of a local animal shelter. Several resolutions of support were adopted for regional transportation and infrastructure grant applications, and numerous vendor contracts and renewals were authorized. Additionally, the court ratified proclamations for Martin Luther King, Jr. Day and Spay/Neuter Awareness Month, and received presentations on the county's Capital Improvement Program and employee service awards.
