A superintendent report was provided, highlighting the completion of required board training, the upcoming team of eight training, and information regarding the upcoming TASBY SLI conference.

The meeting commenced with the customary opening procedures, including the establishment of a quorum, public acknowledgment compliance under the Texas Open Meetings Act, and introductory recitations of the district's vision, mission, goals, and core beliefs. Recognition was provided to the students of the month, Sophia Gutierrez and Noah Belchure, and the teacher of the month, Miss Casey Hallmire. Following this, a public hearing was held to discuss the 2024-2025 District Annual Report of Texas Academic Performance (TAPER). Key discussion points from the TAPER included the district's special education determination status being "Needs Assistance," significant increases in College, Career, and Military Readiness (CCMR) metrics, and positive trends in student assessment scores across Reading/Language Arts, Mathematics, Science, and Social Studies. The report also detailed enrollment decreases, increases in special education and bilingual populations, and a teacher turnover rate below the state average. Furthermore, the district's financial standard report (which received a 'B' rating) and campus performance objectives for the 2024-2025 school year were referenced.

The board recognized the ECC Teacher of the Month, Mrs. Tiffany Carmona, and students of the month from Floresville South Elementary, Aaron Hernandez and Riley Kantu, as well as the South Teacher of the Month, Miss Risa Walters. There was also recognition for FFA state achievements, specifically the Public Relations team which placed second at state and the Agriculture Advocacy team which placed fifth at state, both competing against over 400 teams. Additionally, the Radio Broadcasting team was recognized for placing fourth in the state competition against over 870 teams. The meeting procedures highlighted commitment to service as the code of ethics indicator and established the superintendent performance evaluation plan as the good governance indicator.
