The Elizabeth Main Street Program's 2024-2027 Strategic Plan focuses on elevating the quality of life, preserving small-town character, and ensuring the prosperity of small businesses and the community. The plan identifies four strategic priorities based on the Colorado Main Street Four Point Framework for Community Revitalization: supporting Main Street businesses, encouraging infill and reinvestment, promoting Main Street, and cultivating community-wide partnerships. Key projects include community events, website development, street light banners, promotional items, and partnerships with local organizations.

The board meeting included unscheduled public comment, where concerns were raised about the use of the 1.5% sales tax revenue and the lack of citizen input in project decisions. Discussion followed on the capital improvement fund, its use for water and wastewater projects, and the allocation of funds. The board also addressed the issue of water reuse for ball fields, exploring options such as water capture and the potential use of astroturf. Street repairs and the Hillside project were also discussed. An Eagle Scout project presentation was given, highlighting the construction of benches for Running Creek Trail and Park. Finally, the board discussed and took possible action on a resolution to authorize the mayor to execute an amended license agreement with Elizabeth Brewing Company for 2025 Friday night markets, including a change to a festival permit and the addition of a clause to allow for easier vendor changes.

The Board of Trustees workshop and regular meeting included a Prost presentation, swearing in of Officer Brett Cutler, Arbor Day and National Police Week proclamations, and public hearings regarding a special event application from Dads of Elbert County and a liquor license application for the Town of Elizabeth's Friday Night Market Summer Series. New business items included discussion and possible action on the Dads of Elbert County special event application, the Friday Night Market liquor license application, posting an open Board of Trustee seat, Ordinance 25-06 (adoption of 2025 Water and Sewer Standards), Ordinance 25-07 (Model Traffic Code), Resolution 25R18 (Depot Parking Lot contract), and Resolution 25R19 (Denver Well cleaning and re-equipping). Management monitoring reports and a student liaison report were also presented.
