The meeting included reports on monthly operations, annual WTP maintenance, and the failure of the lime sludge pump. The board discussed publishing the annual CCR and mailing copies to bulk users, along with updates on a large water user request and the Dakota Mainstem initiative, to which they approved a donation. A three-year Lime Residual Removal Contract with NextGen Ag Lime was approved. The board also discussed TM's State Water Plan Project and approved Bond Issuer Resolution 327-23 for a bond issue with the South Dakota Conservancy District. The meeting also included TM Board Reorganization where Greg Wirth was nominated for President, Dennis R. Johnson for Vice President, Greg Nugteren for Treasurer, and Steve Knutson for Secretary. The Board Meeting Time for the April 24th Board Meeting was moved from 8:00 PM to 7:00 PM.

The meeting includes discussions and potential actions on administrative matters, approval of the agenda, and a consent agenda covering minutes from the previous board meeting, monthly financial reports, and director vouchers. The Finance Committee will present the 2022 Financial Summary, propose the 2023 Budget, and discuss water rates, minimums, and director fees. The Manager's Report will cover operations, updates, general information, the 2022 Financial Audit Engagement Letter, the 2023 TM Rural Water District Board Meeting Schedule, and the 2013 Bond Issue Reserve Fund. The agenda also includes board concerns, open discussion, and setting agenda items for the next meeting.

The meeting included a review of the District's 2022 YTD Budget, discussion of water rates and minimums, and approval of the 2023 Budget. The board approved an increase in Director fees, an agreement for a financial audit of the 2022 financial records, and a donation to the Sioux Empire Water Festival. They also approved the 2023 Board Meeting Schedule, a transfer from the 2013 Bond Issue Reserve Fund, additional treasuries purchases, an increase in vacation hours that can be carried over by District Personnel, and received information on the Water 2040 Initiative.

The Board discussed monthly operations, including the removal and installation of driveways at the WTP, separation of the North Booster Station into pressure zones, and activation of the South Booster Station lag pump. Updates were provided on trencher repairs, storm-related outages, new hires, and low inventory issues. The 2021 financial audit was reported to be ongoing. The Board also discussed community grant information, gas tax refunds, FEMA HMGP Grant applications, NTCA Prefunding Account Performance, and a large water user request. They approved the water service application for a hog finishing facility and declared miscellaneous items as surplus for public auction. Updates were given on the State Water Plan Project and the ARPA Grant Agreement, including the appointment of a designated signer and approval of the retention of Banner Associates for the project, pending legal review.

The meeting addressed the increase to both minimums and water rates, and discussed a recent water inquiry with Engineering Firm DGR. The Purchased Water Reserve was increased due to water rate increases from the City of Parker and BY Water User District. The Air Quality Permit for the WTP Diesel Generator was renewed. Cropland Reimbursement Agreements were approved. A proposal from Groeneweg Construction to construct an equipment/material shed was approved contingent upon verification of timeframe of completion. The board reviewed water sales in 2022 and year end review of the District's Financials. The SDARWS Annual Technical Conference was reported on.
