The board approved standard invoices, utility bills, wire transfers, customer refunds, and special check runs, including payments to the Indiana Utility Regulatory Commission. Consent agenda items covering groundwater monitoring, landscape maintenance, and environmental assessments were approved. The board authorized service agreements with IvyTech for CDL training and with Wesler Engineering for SCADA system upgrades, as well as an amendment to an agreement with Lane Christensen Company. Additionally, the board approved the designation of surplus property and received staff updates regarding new personnel appointments.

The Hiring Committee convened an executive session pursuant to the Indiana Open Door Law. During the session, the committee evaluated candidates and approved a motion to recommend three individuals for a second round of interviews.

The board discussed multiple requests for continuous property abatement involving grass, weed, and trash removal. Additionally, the board approved a contract with DC Construction for downtown parking lot paving, multiple right-of-way closure requests for sidewalk and utility repairs, and a consent agenda. The meeting also included a staff report updating the board on the upcoming North Walnut Street closure and associated sewer connection project for the Hub 2 development.

The committee convened an executive session for the purpose of discussing personnel matters as authorized by Indiana Code 5-14-1.5-6.1(b)(5).

The board discussed a variance request for sign standards for a manufacturing facility on South Patterson Drive, which was approved with conditions including landscaping and height limitations on an internal sign. Additionally, the board considered a request for increased wall signage for a restaurant at South College Mall Road, which involved a debate regarding sign allotments for middle versus corner tenant spaces and resulted in a staff recommendation for denial.
