The Council reviewed committee reports regarding ongoing zoning analysis for a proposed high industrial park. The body passed Resolution 2857, which authorizes electronic funds transfer methods for city claims and transactions. Additionally, the Council approved Ordinance 7240 to issue revenue bonds and forgivable notes for the Kokomo Cottage Community project and Ordinance 7239 to issue similar financial instruments for the Brown Capital Group multifamily housing project. The meeting also addressed the submission of annual Compliance with Statement of Benefits forms for various local property improvement applicants.

Finally, the Council approved the rezoning of properties at 2239 Pipeline Avenue for duplex residential use and 1200 South Main Street for commercial use to permit an auto body shop.

The council considered two ordinances designating specific properties as historic sites in Kokomo, both of which were passed on the first and second readings. Additionally, the council announced that an existing Public Works and Improvements Committee will oversee a review of planning and zoning guidelines related to future AI-related and high-impact industrial developments, with recommendations expected later in the year.

The council discussed and passed a resolution to reallocate funds within the General Fund, including allocations for departmental needs. Two ordinances concerning property rezoning were approved on the second reading, addressing specific commercial and residential land use changes. Additionally, the council established a subcommittee to evaluate the implementation of a moratorium regarding the development of data centers, battery storage facilities, and nuclear energy projects.
