It focuses on expanding Primary Urban Centre Settlement Area Boundaries for residential and employment uses in Chatham and residential uses in Tilbury, while reallocating residential supply from Wallaceburg. The amendment implements findings from the Growth Management Study, updates planning horizons and growth projections, sets phasing priorities, and introduces site-specific policies to manage anticipated population and employment growth.

This strategic plan outlines a 25-year roadmap for the Municipality of Chatham-Kent to address housing challenges identified in the 2025 Housing Needs Assessment. Its vision is to eliminate chronic homelessness and ensure all residents have access to safe, affordable, and supportive housing by 2050. The plan is structured around six key goals: developing a diverse housing supply, achieving housing affordability and stability, expanding supportive housing capacity, targeting core housing need, streamlining development processes, and aligning infrastructure with housing development.

The meeting included a land acknowledgement, the approval of a supplementary agenda, and various cultural and agricultural recognitions, such as the Taste of Chatham-Kent and the Kent Agricultural Hall of Fame inductees. The council addressed items pulled from the consent agenda, including drainage board recommendations, public utility commission minutes, food insecurity issues, and various infrastructure and community support programs. A deputation was heard regarding the council ward funding program, and several motions concerning municipal operations and community projects were presented and discussed.

The council meeting included recognitions for the U13 girls provincial hockey champions, athletes and coaches participating in the International Children's Games, and the 10th anniversary of the Wallaceburg Concert Band. Planning applications for zoning bylaw amendments and consents were approved. The council discussed drainage board recommendations regarding the Gallery Drain and Pump Works, including concerns from residents about potential impacts on water wells, as well as an RFP award for affordable housing, proposed planning act amendments, and accessibility reporting.
