The Three Rivers Master Plan, "WeAreTR: Imagine 2040," is an action-oriented plan that sets priorities for the next several years to guide city-wide policy and future decisions. The City of Three Rivers Five Year Parks & Recreation Plan (2010-2015) aims to improve the quality of life by enhancing parks and recreation facilities. Key areas of focus include: improving existing parks and trails to meet safety and accessibility standards; acquiring land for trail expansion; developing new recreational opportunities (e.g., ice rink, water park); and providing diverse programming for all ages and abilities. The plan emphasizes community engagement, securing funding through grants and philanthropy, and promoting healthy lifestyles through recreational activities. Specific projects include sidewalk and bike path improvements, riverwalk expansion, playground upgrades, and the construction of a new bridge and community shelter.

Three Rivers Local School District's Multi-Tiered System of Supports (MTSS) plan aims to create a proactive and unified educational system to address the academic and social-behavioral needs of all students. The plan uses a three-tiered approach: Tier 1 focuses on effective core curriculum and instruction for all students, aiming for 80% to meet expectations; Tier 2 provides small group interventions for students not meeting benchmarks; and Tier 3 offers targeted, tailored instruction for students needing additional support. The MTSS framework integrates general, special, compensatory, and gifted education to streamline intervention processes, improve core instruction, meet state testing benchmarks, and support Title I funding applications.
