It focuses on mitigating the environmental and economic threats of climate change. The plan includes catalyzing partnerships, accelerating market-ready technologies, building new businesses, and promoting economic growth and job creation. It also prioritizes workforce development, establishing evidence-based standards, and improving climate resilience through the deployment of new technologies and practices.

The 2023 Recovery Plan Report for the State of Wyoming outlines the state's approach to utilizing the American Rescue Plan Act State and Local Fiscal Recovery Funds (ARPA SLFRF) to promote economic recovery among impacted communities and industries. The plan focuses on immediate needs caused or exacerbated by the COVID-19 pandemic, key problem areas impacting Wyoming's resilience and vitality, and solutions to problems identified in previous phases. It includes information on the Survive, Drive, and Thrive phases, ARPA compliance, WYO-211, addressing the lack of qualified healthcare workforce, addressing negative economic impacts on the travel and tourism industry, and projects aimed towards mental health diversion tactics.
