The workshop provided an overview of the Neighborhoods Where We All Belong initiative, focusing on the implementation of the city's housing element and Measure K. Key discussion topics included the proposed mixed-use overlay district (MOOD) and its potential impact on housing development, density regulations, building heights, and permitted uses, such as retail, restaurants, and arts and entertainment facilities. The session also incorporated interactive polling to gather community feedback on zoning preferences and housing development planning.

The key discussions during the meeting included Commissioner comments regarding Code Enforcement issues on the Westside and support for a condominium conversion moratorium previously brought before the City Council. A significant topic involved Commissioner Egan's suggestion that the Planning Commission lead a community discussion in September or October regarding conflicts between current zoning laws, which allow two-story additions regardless of solar panel shading, and the City Council's upcoming Study Session on Green Buildings. In Public Hearings, the first application for a condominium conversion (PA-06-61/PM-06-218) was pulled from the agenda due to issues with public noticing. The second application for a condominium conversion (PA-06-78/T-17142) was continued to the April 23, 2007, meeting at the applicant's request.

The Planning Commission addressed several public hearings and applications. Key discussions involved Rezone Petition R-06-02 concerning four acres for Coast Community College District, which was recommended for approval to the City Council. An ordinance amendment regarding FEMA Floodplain Management Regulations was continued to a later date. The Commission also heard an appeal concerning Zoning Application ZA-06-18, which involved a request for an outdoor television at The Beach Pit BBQ Restaurant; the Commission voted to uphold the Zoning Administrator's denial due to concerns over patron noise, despite arguments regarding community support and installed canopies. Planning Application PA-06-26/Parcel Map PM-06-141 for a new common interest development was approved. Planning Application PA-06-29, a request to convert a 12-unit apartment project to condominiums, was ultimately denied after discussion regarding parking shortages, density, and other conditions. Two applications, PA-06-17 and PA-06-32, were withdrawn.

The Planning Commission reviewed and acted upon several applications. A Conditional Use Permit (CUP) for a Medical Marijuana Extraction Facility at 3590 Cadillac Avenue, Unit B, was approved subject to conditions, categorized as categorically exempt under CEQA. The Commission reviewed the Zoning Administrator's approval for a small cell facility installation near 450 West Wilson Street, upholding the approval. A similar review for a small cell facility near 2196 Harbor Boulevard also resulted in upholding the Zoning Administrator's approval. For a small cell facility application near 333 Merrimac Way, the Commission continued the item pending receipt of additional information.

The primary focus of the meeting was the planning for Artist Showcase VI, scheduled for August 11. Key decisions included allocating Evocal a $500 budget to select musicians and promotional assistance. The committee agreed to focus the showcase on fine arts and performance art, with a walk-through scheduled for August 9. Sponsorship secured amounted to $1000. The committee agreed to redirect postcard publicity funds to Evocal for musicians to enhance the draw, and the total budget for the showcase was set at $1243, with remaining funds for future discussion. Discussions regarding the Artist Directory, a separate Performing Arts Showcase, and the Tewinkle Sculpture were tabled. New business included discussing potential collaboration with the Costa Mesa Civic Playhouse and proposing the use of featured artists for future showcases.
