City Zoning Department Public Meeting
The meeting focused on the proposed zoning regulations for sexually oriented businesses and adult establishments in the city. The city planner presented background research on relevant case law and benchmarks from the American Planning Association regarding the regulation of these businesses, emphasizing the legal necessity of allowing such businesses to operate while maintaining constitutional compliance. Discussion took place regarding various buffer zone options (ranging from 250 to 2,000 feet) from sensitive areas like residential property, schools, and parks. Staff and community members discussed the impact of these buffers on land availability and the potential for existing businesses to become non-conforming uses.

Key discussions focused on strategies to regulate these uses, such as dispersing or concentrating locations and establishing appropriate buffer distances from sensitive areas like schools and churches. Participants also debated how to define adult establishments to distinguish them from standard businesses like restaurants and bars, and requested mapping to visualize the impact of various distance requirements for future planning.
