The committee reviewed quarterly reports from The Gualco Group and Chandler Asset Management. They recommended that the Board of Directors approve proposed bylaws amendments for the Independent Special Districts of Orange County, authorize a contract with C3 Technology Services for a printer upgrade and five-year lease at $145,088, and approve updated service rates for Kidman Gagen Law, LLP.

The board convened for a special meeting to conduct a closed session regarding a conference with real property negotiators concerning the price and terms of payment for the San Juan Creek Property.

The committee meeting covered a status report on the Doheny Ocean Desalination Project and recommended the Board of Directors authorize professional services contracts for as-needed civil engineering and construction management services. Additionally, the committee recommended the award of construction contracts for the 2026 Dana Point Water Service Replacements Project and the Joint Regional Water Supply System Local Transmission Main Mateo Flow Control Vault Improvements Project, including necessary environmental compliance filings. The committee also reviewed the Capital Improvement Program Quarter 3 update.

The 2025 Urban Water Management Plan for South Coast Water District evaluates the District's water supply reliability and assesses present and future water supply sources and demands from 2025 through 2050. The plan outlines strategies for optimizing water resource needs, enhancing water use efficiency, and mitigating water shortage conditions. Key focus areas include increasing reliance on local supplies such as ocean desalination, expanded groundwater, and recycled water to reduce dependence on imported water. The strategic vision is to ensure the District's service area can reliably meet full-service demands under normal, single dry, and five consecutive dry year conditions through 2050.
