The City's Strategic Plan aims to promote government accountability and transparency by engaging in strategic planning and monitoring progress. It is guided by six key priorities identified through community dialogue: Citizen Education & Communication, Economic Development, Public Health & Safety, Quality of Life, Sustainable Infrastructure, and Good Governance. The plan's objective is to allocate resources effectively to develop responsive programs and services that achieve community goals.

The committee meeting covered several key discussion topics, including e-bike regulations and safety standards, traffic analysis and flow recommendations for Longden Elementary, and safe routes to school initiatives near Temple City High School. Updates were provided regarding high school sports complex construction progress, enforcement actions to deter unsafe driving, and the recognition of Oak Avenue Intermediate School as a National School to Watch. Future agenda items were proposed, such as the Camino Real Beautification project and an upcoming school ballot measure.

The City Council and Planning Commission convened for a special joint meeting to hold a study session regarding updates to the Crossroads Specific Plan. The primary objective of the session was to gather feedback on the existing plan and proposed amendments, with requests for the Planning Commission to recommend initiation of amendments and for the City Council to direct staff to proceed with the preparation of these amendments.

The meeting includes public hearings for a tentative parcel map for a four-unit residential development and code amendments to the municipal code regarding urban dwelling units, urban lot splits, accessory dwelling units, and junior accessory dwelling units to implement housing element policies and ensure compliance with state law.

The committee held a special meeting to review and discuss the Pavement Management Program report and potential future work plans, with presentations provided by the City Engineer and City Manager.
