The board discussed and approved the 2026 Golf Tournament schedule, including recent additions to the calendar. The board reviewed concerns regarding fees for middle school golf programs and held a discussion regarding a potential policy change to permit life vests in the swimming pool, ultimately opting to table the issue for further investigation. Additionally, the board received departmental reports covering park facility maintenance, current recreational leagues and events, and the status of ongoing golf course activities.

The Council approved the third and final passage of three ordinances related to rezoning property for various development projects. The meeting included a presentation on the TIF management annual report for the previous year and a presentation regarding a proposed ordinance for sewer use. The Council authorized the city to apply for an OCRA Housing Program grant and approved the acceptance of a deed of dedication for Fellowship Drive. An ordinance was passed to establish the Bedford Water Well Fund, and the Council received the annual report for the Bedford Public Library.

The board discussed multiple operational and administrative matters. Key actions included tabling bids for water main and fire hydrant relocation on SR 58, awarding a Community Crossings Grant for milling and resurfacing, and taking quotes for city property mowing under advisement. Approvals were granted for a Duke Energy outdoor lighting agreement, the hiring of a firefighter, a Crowe engagement letter for bond disclosure services, and several personnel promotions and status changes within the Fire Department. Additionally, the board approved a handicap parking request, reserved temporary parking for early voting, accepted a pretreatment program assistance contract, and accepted a deed of dedication for Fellowship Drive.

The commission reviewed the 2026 TIF Management Report, covering fiscal plans, fund balances, and TIF allocation areas. Approval was granted to proceed with exploring new TIF areas for Wawa and Limestone Edge. Additionally, the commission approved Change Order No. 7 for the new council chambers, involving design upgrades from plywood to drywall and enhanced laminate materials. Updates were provided regarding the new street garage plans and the land appraisal process for a potential new fire station.

The Board approved the lowest bid for a water main and fire hydrant relocation project on SR 58. Additionally, the Board voted to reject all submitted quotes for grass mowing services on city properties. In other business, the hiring of a new probationary firefighter was approved, pending receipt of required pension fund membership approval.
