Discussion topics included the role and spending authority of the Emergency Management Coordinator, progress on various old business items such as the Emergency Operations Center logistics, and an inquiry regarding a compact entered into by the Upper Leacock Fire Company. Additionally, the committee addressed potential candidates for vacant positions and scheduled a follow-up meeting to facilitate cooperation between fire companies.

The meeting focused primarily on new business related to land use and development proposals. Key actions included recommending the completion of Component 4a of the Sewage Facilities Planning Module for the Elmer Miller project at 2631 West Eby Road. Additionally, the commission recommended the completion of Component 4a for the Leon Stoltzfus project at 425 East Eby Road, which also involved a Sewage Facilities Planning Module and Stormwater Management Site Plan for a new single-family dwelling. Finally, the commission recommended approval of a waiver for Sections 303 and 304 pertaining to the Preliminary and Final Plan Application (SALDO).

The Conestoga Valley Joint Comprehensive Plan, adopted in August 2003, outlines a 20-year vision and strategies for growth and development across East Lampeter, Upper Leacock, and West Earl Townships. Key areas of focus include preserving the region's community character and agricultural heritage, managing growth through urban and village growth boundaries, improving transportation infrastructure (particularly addressing the PA Route 23 corridor), promoting economic development (including tourism and farm-support businesses), and enhancing community services and facilities. The plan emphasizes a multi-faceted approach to growth management, including public education, land use regulations, and intergovernmental cooperation. Specific strategies address issues such as water resource protection, historic preservation, and the provision of a range of housing choices and recreational opportunities.
