The board workshop centered on COVID funding and associated plans, including a deep dive into four funding sources. Discussions covered the reasons for receiving the funds, their origins, usage restrictions, and timeframes. The board also reviewed planned expenditures for COVID funding allocated to the Oceanside Unified School District, focusing on designing a coordinated district learning recovery plan using state and federal funding. The extended learning opportunities, instructional programs, materials, technology, resources, educator professional development, and training were also reviewed.

The budget report includes sections on certification, average daily attendance, the general fund, multi-year projections, other funds, supplemental forms, criteria and standards, and cash flow. It covers the school district's financial planning, adherence to state criteria, and projections for revenues, expenditures, and fund balances.

The meeting included a drum performance by students from FUSOT elementary. The board approved the appointment of Luis Martinez as principal of Mission Elementary and Hillary Cuevos Balanon as principal of Libby Elementary. Student representatives from Surfside, Oceanside High School, and El Camino High School provided updates. The agenda was amended to move items 5g and 9f after the consent agenda and to pull item 4p. The superintendent reported on the Rising Star event, mock interviews with El Camino High School students, and the El Camino High School digital arts media pathway. The board also discussed the garrison theater club, wellness committee meeting, OTA learning, CSCA, district tech committee meeting, el cap meeting and OPD.

The meeting included a roll call of board members, the Pledge of Allegiance, and a report of action taken in closed sessions regarding the placement of a student in a non-CDE certified residential treatment center. Student representatives provided updates from Surfside Educational Academy, Oceanside High School, and El Camino High School, highlighting student achievements, sports updates, and various school activities. The board also recognized Stuart Mesa for receiving the Purple Star School recognition. Discussions covered the LCAP meeting, OHS advisory council meeting, a school site visit at Jefferson, career technical education, financial hardships for Crown Heights families, and the ethnic studies community forum.

The meeting included a public report of action taken in closed session, student representatives from Oceanside High School and El Camino High School shared updates. The board approved the agenda with one item removed. The Adult Transition Program was recognized for earning the Excellence in Special Education Award. The board discussed and approved proclamations for the Day of the Teacher, Classified Employees Appreciation Week, and Day of the Principle. They also approved the declaration of need for fully qualified educators for the upcoming school year and received an update for an in-person instruction.
