The council held a public meeting to discuss an application for an official plan and zoning bylaw amendment regarding a proposed four-story affordable housing development on South Street West. The developer presented the project, which aims to provide 30 affordable dwelling units, and explained the rationale behind the design choices and the request for increased residential density compared to the existing official plan limits. Concerns raised by the public included traffic impacts, building height, density, neighborhood compatibility, parking, and stormwater management. Council members queried the necessity for the density increase and discussed the economic factors influencing the design of the development.
The council conducted a meeting to finalize the agenda and move into a closed session. Key discussion topics for the closed session included the land sale of 22 Church Street, property maintenance enforcement training, matters regarding the development charges reduction program, and a personnel matter.
The meeting featured an update on creek risk assessment programs, including sediment sampling and coordination with the ministry. A presentation was provided regarding investigation updates, focusing on remediation strategies, conceptual site models, and the current status of chlorobenzene and NDMA plumes. Participants discussed the performance of existing pump and treat systems, the impact of geological depositional environments on contaminant movement, and the implications of back diffusion. Additionally, the committee reviewed groundwater geochemistry, specifically dissolved oxygen and nutrient levels, to assess the feasibility of potential remediation approaches.
