The Council agenda for the work session and regular meeting included an overview of the Separating Organics, Recycling and Trash system, community and mental health resources, and the Marcus Alert System. Presentations were scheduled for foster care, EMS week, public works week, and building safety month. Discussion items involved land use, including rezoning requests for property on South Hillpoint Boulevard, Jonathans Way, Shoulders Hill Road, Dill Road, and Pruden Boulevard. Additional agenda items covered the execution of a regional groundwater mitigation agreement, compensation plan updates, conditional use permits for vehicle rentals, probation offices, and pawn shops, as well as the proposed Myrtle Mitigation Bank and various grant applications.

The council received a special presentation regarding the state of childcare and a new family day home grant. Several ordinances were approved to accept and appropriate funding for the public library, litter prevention and recycling programs, culvert replacements, fire and rescue services, and general fund expenditures. A public hearing was held and an ordinance approved to amend polling places for specific precincts. The council scheduled a future work session and a public hearing regarding roadway maintenance devolution. Additionally, individuals were appointed to the Wetlands Board.

The City Council received a video presentation regarding the status of various active roadway and bridge projects from the Public Works Director. Additionally, the Council convened in a closed meeting to discuss the interview and appointment process for various city boards, commissions, and authorities, as well as the appointment of the City Manager.

The City Council conducted work and regular sessions to discuss a variety of legislative, land use, and budgetary matters. Key topics included a General Assembly legislative update, a report on data center land use regulations, and a staff review of fire and rescue services. The Council held several public hearings regarding real estate and mobile home personal property tax rates for the upcoming fiscal year. Additionally, the Council reviewed and adopted the operating and capital budget, discussed transit development plans, and addressed various zoning and property-related ordinances. The meeting also involved organizational actions, including the appointment of members to advisory boards and committees and the adoption of revised council rules of procedure.
