The Wicklow Way Specific Plan establishes a regulatory framework for the development of a 201-acre site in Amador County. Its purpose is to create a comprehensively planned, mixed-use community, including diverse housing (up to 377 residential units, with a focus on affordable options), retail, commercial, and public facilities. Key objectives include enhancing circulation, fostering walkable neighborhoods, preserving open space and natural resources, and ensuring fiscal responsibility. The plan aims to create a new, efficiently designed neighborhood that integrates with existing uses and supports long-term growth over a 20- to 30-year period, while meeting regional housing needs.

The Board of Supervisors discussed various items including a fee waiver request for the Sons-In-Retirement organization, a presentation on the Amador County Community Health Improvement Plan, and an interlocal agreement for the UCCE program. The Board also addressed fiscal year 2026-27 budget and project list adoptions, zoning ordinance amendments, private road name changes, and several public utility easement abandonments. Other business included contract renewals for landfill monitoring, recycling services, hazardous material response services, and various transportation-related agreements.

The Board of Supervisors discussed a request from the Jackson Valley Irrigation District for a time extension regarding their Treated Water Project Revolving Line of Credit/Bridge Loan. This extension, requested to continue until March 31, 2030, is intended to allow the District to borrow funds from the Water Fund to pay contractors while awaiting grant reimbursements.

The meeting included a review of correspondence and an update regarding Commissioner membership and quorum requirements. Due to the presence of only three Commissioners, a concern was raised regarding the ability to conduct business, leading to the decision of a Commissioner to recuse themselves. Consequently, the meeting was adjourned early due to a lack of a quorum.
