The meeting included a public hearing and review for a special use permit for a motor vehicle repair shop at 1010 Town Road. Additionally, the commission addressed a zoning map amendment for 4N215 Doral Drive to rezone the property to R-2 Single-Family Residential following annexation. A public hearing concerning a zoning text amendment to permit food trucks in various zoning districts was initiated and subsequently continued to a future date. Finally, the commission recommended the adoption of the official 2026 Zoning Map.

The City Council meeting addressed several key agenda items, including the approval of a development agreement amendment with 1300 Roosevelt Investors, LLC regarding intersection improvements at Fabyan and Poorman Parkway, and a second-quarter budget amendment to reallocate funds for the Downtown Futsal Fields project. The council also authorized a contract with Pipe Strong LLC for the Lead Service Line Replacement Project. Additionally, the Downtown Revitalization Commission's recommendation for the Futsal Field concept at the West Washington Street property was reviewed, and administrative resolutions for municipal appointments and intergovernmental agreements were deliberated.

The Finance Committee discussed the renewal of a contract for a VoIP system to maintain cost savings. The committee also reviewed a budget-neutral amendment for the second quarter to reallocate funds for a Downtown Futsal Fields project, which had previously received a favorable recommendation from the Downtown Revitalization Commission. Additionally, staff reported on upcoming personnel changes, including the hiring of a new Finance Director and the retirement of existing staff.

The commission reviewed certificate of appropriateness applications for building renovations, including a façade renovation at 204 Main Street and a rear window and door replacement at 208-212 Main Street. Additional agenda items included an update on the historic district survey, a status report on city museum masonry repairs, and an architectural and historical survey update.

The Commission received an update on the 2026-2028 Economic Development Work Plan, covering downtown development, business engagement, and the Mosaic Market. Discussions were also held regarding the review of Chapter 9 business regulations to improve clarity, business-friendliness, and modernization. Topics included streamlining processes, updating signage and licensing categories, and balancing enforcement with support for business owners.
