The committee discussed and endorsed the Artificial Intelligence (AI) Work Group's recommendations, specifically the Minnesota e-Health Initiative AI Framework and its initial implementation steps, which focus on safety, ethics, and resource sharing. Additionally, the committee endorsed 17 recommendations from the Bridging Information and Care Work Group. These recommendations focus on driving adoption of Health Information Organization (HIO) services, establishing implementation work groups for transitions of care, developing agency interoperability roadmaps, and evaluating the state policy landscape to support a Health Data Utility. Future steps include presenting these endorsed recommendations to the Commissioner of Health and planning for fall activities and conferences.

The meeting focused on reorienting members to the task force's consultative role and identifying priority areas for future research and policy development. Key topics discussed included non-value-added spending, high and variable prices, value-based payment, and insurance benefit design. The group also reviewed stakeholder engagement feedback regarding these priority areas and outlined the next steps for a joint meeting with the Healthcare Affordability Advisory Task Force.

The council discussed several operational and policy items including staff introductions, space modernization, and the use of PVC transition couplings. Updates were provided on the Water Policy Center, the Minnesota Drinking Water Action Plan, program budgets, and MDH rulemaking. Additionally, the council addressed the impact of data centers on water usage, received a presentation on MNELAP laboratory accreditation, and reviewed a proposed plan for improving contractor license examinations through increased oversight and robust testing.

The meeting included an interactive activity to review current Partnership work and priorities. A presentation on Primary Prevention 101 covered the various levels of prevention, including primordial, primary, secondary, and tertiary approaches, and emphasized upstream, policy-based interventions. The Partnership provided updates on the development of process measures to track engagement and health priorities, and announced upcoming changes to membership requirements, including a new application process and attendance expectations. Attendees also shared organizational updates, including information on food access initiatives, regional health conferences, and local public health services.

The task force meeting focused on the long-term role of the advisory group in supporting the Center for Healthcare Affordability. Key discussions included identifying healthcare spending drivers, understanding the importance of the patient-clinician relationship, and defining policy research directions such as insurance benefit design, value-based payment models, and addressing non-value-added spending. Participants emphasized the need to build the Center's long-term capacity for nonpartisan research and to focus on improving healthcare access and affordability.
