This Public Art Master Plan outlines the City of Rocklin's commitment to creating a diverse artistic environment that enriches daily life, enhances civic pride, and stimulates economic vitality. The plan's strategic goals include making the arts available to all residents, supporting artists within the community, integrating arts into the city's planning and design processes, celebrating the city's artistic achievements, and stimulating economic vitality through the arts. It also aims to create opportunities for diverse artistic expression and to assess cultural activities and resources.

The Rocklin City Council held a regular meeting to discuss several important items. These included an inclusionary housing ordinance, and minor text modifications to the 2021-2029 Housing Element. The council also discussed and approved various personnel items, engineering and traffic survey, and adoption of the 2025 Edition - California Building and Fire Codes. Additionally, they discussed the declaration of exempt surplus land and agreements for services with Future Chevrolet and Future Ford, Inc.

This document outlines strategic pillar objectives focusing on five core areas: Resilient, Vibrant, Livable, Sustainable, and Safe. The Resilient pillar aims to enhance public safety infrastructure and streamline city services. The Vibrant pillar seeks to foster economic development, attract visitors, and nurture local businesses. The Livable pillar focuses on modernizing zoning, expanding recreation, and ensuring accessible community facilities and housing. The Sustainable pillar addresses financial stability, efficient records management, and workforce development. The Safe pillar is dedicated to crime prevention, fire safety improvements, and strengthening emergency response capabilities through technology and partnerships.

The agenda includes approval of the minutes from the September 9, 2025, regular meeting, a proclamation for Fire Prevention Week, updates to the City of Rocklin Records Retention Policy and Schedule, and discussion on the Greater Sacramento Economic Council Market Visit to Germany. Also on the agenda are items related to a California State Office of Traffic Safety (OTS) Grant Agreement, the Montreo Final Map, the Clover Valley Westridge (Sky View) Subdivision Final Map, and the PetData, Inc. Agreement for Animal Licensing Services. Further discussion includes an agreement with Axon Enterprise, Inc. for body-worn and in-car camera services, and the issuance of 2025 Special Tax Bonds for Community Facilities District No. 10 (Whitney Ranch).

The resolution primarily focuses on approving a negotiated Memorandum of Understanding (MOU) between the City of Rocklin and Rocklin Firefighters, Local 522, for the term of July 1, 2025, to June 30, 2028, and adopting an updated fire salary schedule. It includes provisions for salary increases, medical benefits contributions, health coverage reduction incentives, and field training officer pay. The resolution also addresses health and other benefits, state disability insurance, flexible spending plans, retirement benefits, uniform allowance, and tuition reimbursement.
