Policy Paper

It identifies critical policy levers, including explicit policy integration, inclusion in state postsecondary strategic plans, goal-setting and reporting on OER and dual enrollment implementation, robust oversight and evaluation structures, dedicated funding and support for local implementation, and effective OER repositories. The overarching goal is to normalize OER use in dual enrollment, thereby expanding access and participation, particularly for under-resourced students and institutions.
