This document outlines the strategic plan for Minneapolis Public Schools from 2023 to 2027. The plan is dedicated to providing a high-quality, anti-racist, and culturally responsive education for all students, with an intentional focus on significantly improving experiences and outcomes for Black students, Indigenous students, and students of color. It is structured around four primary goals: Academic Achievement, Student Well-being, Effective Staff, and School and District Climate. The guiding principles include Equity, Representation & Anti-Racism, Physical and Emotional Safety & Well-being, Relationships, Trust & Communication, Shared Decisionmaking & Voice, Transparency & Accountability, and Evidence-Based Strategies.

The board meeting featured a presentation from the American Indian Parent Advisory Committee and a review of the financial audit for the 2024-25 fiscal year. Updates were provided by the Superintendent regarding budget development processes. The board conducted a first reading of a resolution for policy adoption, approved numerous personnel transactions, various service contracts, and authorized girls' flag football as an emerging status sport. Additional actions included authorizing participation in litigation, approving a softball field lease agreement, and adjusting committee assignments for board members.

This pre-design study outlines plans for a new Anishinabe Academy facility within Minneapolis Public Schools, focusing on centering Indigenous culture, knowledge, and ways of being. The study evaluates four distinct concepts for school construction or renovation, ultimately recommending a new PK-8 facility. Key design principles prioritize fostering a culturally immersive and welcoming learning environment, integrating generational learning, and emphasizing deep connections to nature and community. The overarching vision is to reclaim and revitalize American Indian identities, cultures, and languages, creating a space where students' heritage is reflected and celebrated for future generations.

The committee reviewed financial statements for the months of November 2025, December 2025, and January 2026. Staff provided an update on the Fiscal Year 2025 financial audit, noting that the final report is expected in April, and discussed the budget process for Fiscal Year 2027.

The Local Literacy Plan for Minneapolis Public School District aims to ensure all students, including multilingual learners and those with special education needs, achieve grade-level reading proficiency. The plan focuses on strategic goals for student outcomes and teacher practices, utilizing universal screening for reading skills and dyslexia across all grades. It emphasizes parent and community involvement, data-based decision-making for targeted interventions, and a Multi-tiered System of Supports. Key components include outlined core curricular resources, reading interventions, and a comprehensive professional development plan for educators, supported by dedicated Literacy Aid Funds.
