The Town of Holly Springs' Strategic Plan serves as a blueprint for guiding its growth and responding to the evolving needs of residents and businesses. The plan's vision is to deliver an unmatched quality of life, embodying small-town living within a safe, family-friendly community. It is structured around four key strategic priority areas: Community Safety, Growth Management & Economic Vitality, Organizational Excellence, and Vibrant Community. These priorities aim to maintain public safety, ensure sustainable growth and economic development, foster governmental excellence, and provide high-quality amenities and superior public services to the community.

The Fiscal Year 2026-2027 Operating Budget and Community Investment Plan for the Town of Holly Springs is presented as a roadmap to advance the Town Council's strategic vision and goals. The plan prioritizes three key investment areas: managing traffic and improving mobility, enhancing parks, facilities, and events, and managing growth while protecting the environment. These efforts are designed to maintain high resident satisfaction, ensure fiscal responsibility, and invest in critical infrastructure and services, including economic development and securing future utility needs.

The Council reviewed the Fiscal Year 2022-23 budget development, including a pay and classification study aimed at improving employee retention and a proposed shift in health insurance pooling. Additionally, the Council discussed the expansion plans for the Utley Creek Water Reclamation Facility to address future capacity needs driven by population growth. The meeting also included administrative updates from the Town Clerk regarding a new teen restorative justice program and cemetery management, as well as an update from the Town Attorney on right-of-way acquisitions and policy revisions.

The Council discussed several key agenda items, including proclamations for Park and Recreation Month and Juneteenth, and a presentation on the Grasshopper 5K race proceeds. A lengthy discussion took place regarding the Holly Springs Chamber of Commerce's strategic alignment, funding, and the search for an Executive Director. Updates were provided on garbage and recycling route changes, and the Development Services staff relocation due to Town Hall renovations. Additionally, the Council appointed a member to the Board of Adjustment, approved a Memorandum of Understanding with the Town of Fuquay-Varina for water conveyance analysis, and discussed various financial and administrative matters, including economic development and budget amendments.

The Council discussed and approved several items, including a voluntary annexation petition and a public hearing date, financing support for a housing authority project, and the adoption of an ordinance setting speed limits on Woods Creek Road. The Council also approved the project budget and construction, inspection, and oversight contracts for the Utley Creek Greenway Phase 1 Connection. Additional discussions included updates on local hospital grand opening efforts, park engagement opportunities, and community reminders regarding Veteran's Day.
