The Joint Assembly convened to receive the budget message from the Governor of the State of Vermont. Key discussion topics in the Governor's message included the necessity of education transformation, the administration's core goals (growing the economy, making Vermont more affordable, and protecting the vulnerable), and the current uncertain federal funding landscape. Specific financial details discussed included a $9.4 billion total budget across all funds, a downgrade in General Fund revenue, the $33 million structural deficit in the Transportation Fund, and proposals to reduce the transfer of Purchase and Use tax to the Education Fund by $10 million. Significant focus was placed on education funding structures, including property tax relief proposals and the need to modernize regulatory processes, such as extending and adjusting Act 250 exemptions and repealing the Road Rule to stimulate housing creation. Furthermore, the Governor addressed public safety concerns, proposing legislative actions to repeal 'raise the age' legislation for 19-year-olds and enhance accountability for repeat and violent offenders. The message concluded with historical context regarding past fiscal challenges and an appeal for legislative action to reshape outdated systems.

Victim Notification Task Force Meeting Recording
The meeting focused on reviewing and amending the minutes, requiring updates to reflect voting members and public attendees. Key discussions revolved around the 'life of a case chart' development, with progress being made by incorporating edits via email due to scheduling difficulties, aiming for final agreement by the 15th. Updates were provided on ongoing work, including parole notification processes and technical system remapping by Vine. Participants investigated data structure issues related to providing parole data to Vine and discussed the implementation of a resource guide and training documents, including seeking resources from Tracy. Further discussion centered on language accessibility for notifications, including cost breakdowns for incorporating various languages into the Vine system versus using internal translation services. There was also a report on challenges observed in the field regarding Police Officers (POs) lacking necessary contact information for victims and survivors, leading to low engagement numbers, and a discussion about resource capacity constraints for Victim Services Supervisors (VSSs) to assist with direct victim contact regarding DVAP programs.

Vermont Victim Notification Task Force Meeting Minutes
Key discussions during the meeting focused on several updates and future directions. Updates covered the 'Life of a Case Continuum,' where feedback was to be finalized, and work group progress. The Parole Notifications group is working toward consensus on a final approach, and the Resource Form is slated for upload into VINE, though direct linking within VINE notifications is limited. Language accessibility quotes are pending. The DOC Staffing Update indicated a vacant position dedicated to VINE and the appointment of a new supervisor focusing on VINE and booking. Discussions also addressed discrepancies between email and text message language in notifications, with refinement planned for text messages. Furthermore, the group detailed a plan for a one-time follow-up letter to victims after initial contact, summarizing the conversation and confirming if ongoing notification preference is required. A task was outlined for compiling key takeaways into Consensus and Individual Recommendations for the final report, considering broader issues like Protection Orders and mental health system interfaces. Finally, an update was provided on the Victims' Rights Form rollout, which has been translated into 12 languages and will be distributed with supporting training components.
