The Finance Committee held a meeting to conduct an interview with representatives from CLA regarding their potential services as an audit firm. The committee discussed the firm's experience with government housing organizations, communication practices, and quality control processes. Additionally, the committee held an executive session to discuss a contractual matter and subsequently voted to recommend an audit firm to the full Board.

The board discussed and approved funding for various housing and conservation projects, including Riggs Meadow, Salisbury Swamp Natural Area, Cedar Mountain, Buffalo Mountain Town Forest, Dead Creek Peninsula, Bridge & Main, Chalet Homeownership, Milk Bridge Forest, Thisldu Family Forest, Minister Brook Addition, and Winter Wren Nature Preserve. Additional business included a presentation on the Resident Services Program, an update on the Act 69 Road Home report, the approval of a new audit firm, and a discussion on housing policy and potential capital needs.

The committee reviewed the FY2025 end-of-year financial report, noting an anticipated surplus due to increased interest income and operational savings. Key actions included approving recommendations for the allocation of the FY25 Trust Fund surplus, adopting a revised FY2026 budget, and authorizing the recapitalization of feasibility and technical assistance pools for housing and conservation programs. Additionally, the committee discussed creating a reserve for farm projects in the event of federal funding unavailability and explored future options for a conservation stewardship fund.

The committee reviewed the application and review process, including the total number of applications and available funding. Supplemental information regarding funding sources and grant requirements was presented. Following an executive session to evaluate applications, the committee recommended advancing a slate of applications with a total proposed funding amount of $814,623.00 to be awarded to 21 businesses, pending final approval from the Board Chair.

The meeting agenda includes an introductory session, an update from the Vermont Housing and Conservation Board, and discussions regarding input, overarching themes, and implementation strategies for the conservation plan. The meeting also features dedicated time for public comments and a working lunch session focused on transitioning from listening sessions to establishing long-term partnerships.
