Health Services Advisory Council Minutes
The council received an update regarding the implementation of medical frailty definitions for H.R. 1 community engagement requirements, noting CMS's narrow interpretation. A significant portion of the meeting was dedicated to the Minnesota Health Care Programs (MHCP) coverage policy for enclosed beds used by members with complex behavioral or medical needs. The discussion covered clinical evidence, coverage criteria, technology hubs, and the necessity of behavioral interventions. The council made formal recommendations to require separate criteria for behavioral and medical diagnoses, to implement a joint review process for authorizations, to require concurrent behavioral therapy, and to authorize coverage for the technology hub.
