Youthbuild Dc Public Charter School Board Of Trustees Meeting
The leadership update highlighted several key items. Positives included consistently strong enrollment, higher full-day attendance, and a ribbon-cutting ceremony in January for the new building. Negatives involved anticipated reduced funding for charter schools in FY27 and significant score gaps between GED Ready tests and official GED performance, impacting completion rates. The school is also managing transition pains related to a new construction curriculum. Context regarding expected DC government funding cuts for FY27 suggested proposed cuts were less severe than initially feared, with an increase in per-pupil funding but no increase for facilities costs. The net mobility rate for students remains strong. The preview of the school's rating under the new ASPIRE framework is being affected by GED performance, and some PCSB KPIs are not yet finalized. The vote to approve December's minutes was postponed due to a lack of quorum.

The meeting included a Finance Committee update confirming a successful audit with no issues, leading to a motion to accept the audit findings. The Leadership Update covered the new building successfully meeting the needs of the school, expansion of the staff team, changes in student population, and challenges related to construction site partnerships. Significant discussion focused on the daunting financial landscape projected for FY27, citing potential revenue decreases, uncertain charter sector funding continuation, high facility costs, and decreased 'at-risk' funding support, which may lead to holding vacant positions open. Enrollment remains solid with a waiting list, and academic data indicated student growth, though GED progress was slower. Culture and student success highlights included the interim supervision plan due to a Director's absence, staffing needs, and the provision of wraparound resources.

Youthbuild Dc Public Charter School Board Of Trustees Meeting
The meeting included the approval of the Agenda and Consent Agenda. Key discussions revolved around Officer Elections and Trustee Renewals, where the Board unanimously approved the slate of officers for 2025-2026 and confirmed trustee term expirations. The leadership update detailed shifts in enrollment numbers and student demographics, showing a significant increase in students with special needs, trauma, justice-system involvement, and homelessness compared to the previous year. This necessitated alterations to the staffing plan, including efforts to hire an additional special education teacher, counselor, and construction instructor to manage lower student-instructor ratios. The leadership also noted that expectations for student performance, specifically GED readiness, might need adjustment due to the student population changes. The Finance Committee reminded the Board that the current year's financials are atypical because of the rate abatement, and the audit was scheduled to commence the following week. The Board entered into a closed session for training and development purposes.
