The Work Session included a review of a zoning application proposing to rezone three parcels from General Commercial to Industrial for the relocation of a batch plant, which involves manufacturing road material. Discussions covered the environmental impact mitigation plans, including the use of natural gas for cleaner operations, maintaining a vegetative buffer, and keeping stockpiles moisturized. The Commission also discussed the necessity of a Capital Improvement Plan (CIP) as a prerequisite for applying impact fees, focusing on funding needs such as an EMS headquarters and a new substation in Meriwether due to growth in the North Augusta area. Future agenda items for January included revisiting ordinances for mass grading and data centers, focusing on mitigating noise, water usage, and electrical rate impacts.

The Edgefield County Planning Commission meetings included discussions and votes on various topics. These encompassed corrections to county ordinances, preliminary plat approval for a proposed RV Park, a proposed dog boarding facility, and a telecommunication tower. Additionally, the commission addressed a tree preservation ordinance, a preferred tree list, and proposed zoning map changes. Public comments were heard regarding concerns about the dog boarding facility, the tree and plant list, and the RV Park ordinance.

The Edgefield County Planning Commission reviewed a land development application for an RV park submitted by Blackston Custom Homes. The application was previously discussed in meetings on 5/10/2025, 6/12/2025 and July 10th. Staff analysis indicates compliance with county ordinances and the comprehensive plan, addressing aspects such as lot area, land use, natural feature preservation, site design, trash convenience, dimensional requirements, traffic management, and utility services. Key items pending preliminary approval include the Stormwater Pollution Prevention Plan (SWPPP) and the SCDOT encroachment permit, which the applicant cannot officially apply for without preliminary approval. Staff recommends granting preliminary approval, contingent upon the applicant providing approved copies of the pending items before final development plan approval.

The Edgefield County Planning Commission discussed several key topics. The commission reviewed changes to recreational vehicle parks, a proposed tree preservation ordinance, and a preferred tree and plant list. They also reviewed a preliminary plat for a proposed dog boarding facility and a proposed communication tower. Additionally, they reviewed applications for additional RA Zoning.

The agenda includes plat reviews, a census report for July 2025, and an update on a previous Land Development Application. The commission will have vote and final discussions regarding the proposed Land Development Application for a used car dealership to be located at 5156 Edgefield Road in Trenton.
