This document is an update to a long-term, community-wide Comprehensive Plan that serves as a blueprint for future development, outlining goals and policies for land use, housing, transportation, utilities, and economic development. The City Council Workshop focused on FY2025 and FY2026 budgets, including a review of fiscal priorities, funding, and current status for 2025, and priorities and concerns for 2026. Key discussion points included a 2% efficiency reduction target for the FY2025 budget, budgetary priorities, concerns, and assumptions for FY2026, insurance and retirement contributions, local option sales tax, title ad valorem tax, electric franchise tax, insurance premium tax, and city council priorities. The workshop also covered public safety, greenspace, community events, drainage plans, grant programming and funding, modernized family-friendly parks and recreation planning, downtown development authority, and implementation of councils/committees.

The council discussed an engineering proposal for Pooler Parkway intersection upgrades and a conditional use to construct a mini-warehouse storage facility. They also discussed a recombination plat of Lots 2391 - 2396, Building 39, Phase I, Harmony Townes Subdivision, a site plan for a proposed 145' monopole wireless telecommunication facility at 118 Pipemakers Circle, and an alcoholic beverage license for Robert G. Scomo at Savannah Event Decor. Additionally, the council discussed the certification of 2013 millage rate, an amendment to the Flood Damage Prevention ordinance, an amendment to the Internet Café ordinance, and a Records Retention ordinance. The council also discussed land acquisition matters in an Executive Session.

Pooler's Comprehensive Plan serves as a guiding document that formulates a coordinated, long-term planning program to maintain and enhance the health and viability of the jurisdiction. The 2016-2036 Comprehensive Plan for the City of Pooler focuses on guiding future growth and physical development. The plan aims to enable the City of Pooler to become a prosperous, healthy, equitable, and resilient city. It presents a community vision, corresponding goals, and a work program designed to make its vision a reality. The plan emphasizes balanced growth, robust infrastructure, exceptional public safety services, extensive cultural, recreational, and green space resources, and environmental stewardship.
