The commission reviewed updates on the three-year strategic plan and partnerships with local soccer organizations. Key discussions involved grant awards for various park system improvements, including facility enhancements at Oakwood Acres, Boyd Hill, Manchester Meadows, and the Cherry Park Trail. The commission also heard reports regarding the success of recent recreation programs, increased tourism event impact, and updates on the Rock Hill Parks Foundation's rebranding and fiscal year allocations. Outreach efforts and community partnerships were also highlighted.
The Planning Commission held a public hearing and conducted new business concerning multiple development requests. Specifically, the commission recommended approval for the rezoning of properties at 641 Crawford Road and 2385, 2387, and 2393 Sturgis Road. Furthermore, the body approved preliminary plats and road names for the Fieldcrest Reserve and Ashbourne Subdivisions, which included a road name change for the latter. Other business items included an update on past cases, a reminder of an upcoming joint workshop, and a review of continuing education opportunities.
The commission reviewed multiple traffic-related agenda items. Key discussions included a comprehensive evaluation of traffic calming measures, speed limit reductions, and all-way stop implementation for the Seventeen Acres neighborhood, as well as traffic control strategies for Crooked Stick Drive and Cherry Hills Place. The commission also addressed traffic congestion concerns at the Miller Pond Road, Perthwood Street, and Bates Street intersection, exploring potential signal timing studies and lane modifications. Finally, the commission approved accessibility improvements for ADA parking at 830 South Spruce Street and decided against pursuing permanent radar signs as a standard traffic calming device due to concerns regarding long-term effectiveness.
