The meeting agenda was approved by the Council. Key discussions included a public hearing concerning a PUD Amendment for the Robertson Tract (Camellia Row) PUD, which concluded without public comment. A first reading for the same PUD Amendment was also conducted before the Council adjourned.
The workshop addressed several operational and planning matters. Financially, discussions included approval for the purchase of InterOp Mobile CAD and Standard Server, software transition to the i3 integrated package for the police department, and funding options for Municipal Courts Case Management software. Equipment purchase approvals were sought for the Fire Department, along with approval to surplus eleven police department vehicles for auction. Under Planning and Zoning, items scheduled for the subsequent City Council meeting included a preliminary plat for Heartwood Pod 3, a zoning amendment for Camellia Row PUD, a conditional use request for an electric vehicle charging station, and acceptance of an annexation petition for Port Royal PUD POD IV. New Business focused on a resolution to withdraw City support for a proposed airport, with the Council agreeing to postpone a final decision until the March Workshop to obtain legal counsel regarding the financial and legal risks of withdrawal.

The meeting agenda was amended to include consideration of appointing Aaron Kappler, the Bryan County Attorney, as special counsel for an investigation regarding potential public nuisance issues stemming from environmental contamination on the former Caesarstone property. Following this, Council appointed Mr. Kappler jointly with the City Attorney to investigate and pursue the matter. Mr. Kappler provided legal guidance on due process and the public nuisance framework, noting contamination concerns such as silica, hazardous waste barrels, and elevated arsenic levels. Key discussion points during public comment centered on risks associated with a proposed Westwin Elements refinery, including hazardous material transport, air and groundwater contamination, property values, and zoning authority. The Consent Agenda included the approval of several capital purchases for Water System Upgrades Phase 1, vehicles for stormwater operations, Caterpillar equipment, a mini excavator, and Fire Department Vehicles and Equipment. Further approvals covered declaring surplus equipment, the City's share of the Brisbon Road pedestrian bridge project, and the acceptance of multiple maintenance and performance bonds for various road and subdivision developments. An ordinance amending distance requirements for alcoholic beverage licenses was also approved on its second reading.
The special called meeting addressed the approval of the agenda, followed by a comprehensive Consent Agenda which involved the first reading of an ordinance amending Chapter 6 (Alcoholic Beverage Licenses) and approvals for numerous alcohol license applications, both for on-premises and off-premises consumption, across various establishments. Under Old Business, the primary focus was the election and swearing-in of the Mayor Pro-Tem. Following multiple motions that failed due to tie votes, Councilmember Cindy Hatala was ultimately elected Mayor Pro-Tem with the Mayor casting the affirmative tie-breaking vote, and the Oath of Office was administered.
