The committee reviewed two compliance investigations involving private security entities. The first involved a failure to respond to investigative inquiries by a security firm, resulting in a recommended civil penalty. The second concerned an entity misclassifying employees as maintenance workers rather than security providers, also leading to a recommended civil penalty. Finally, the committee discussed proposed rule changes regarding the definition of a reasonable request for private security providers to present their credentials to members of the public, considering potential revisions to existing administrative rules.
The committee reviewed proposed changes for Oregon Administrative Rules (OAR) Chapter 259 Division 59 regarding the Private Security Entity Licensing Program. Key discussions included general liability insurance requirements, the burden of insurance costs, tax compliance certification, surety bond amounts for wage claims, and the consolidation of record-keeping requirements.
