The committee discussed and recommended approval of the fiscal year 2026 operating and capital budgets to the board of trustees for review and approval. The proposed operating budget for fiscal year 2026 is $3.2 billion, reflecting investments in academic excellence, research capacity, and student success, including a projected research base of $1.2 billion. The capital budget of $267 million focuses on maintaining existing campus infrastructure and completing ongoing construction projects. Tuition rate increases were proposed, including a 2% increase for in-state undergraduate and graduate students, a 4% increase for out-of-state students, and a 1% increase at regional campuses. The budget includes nearly $315 million in financial aid to students and their families. A 2.5% salary increase was recommended for unionized and non-unionized faculty and staff members. The committee also discussed enrollment trends, the impact of federal policy changes on graduate and international student enrollment, and the financial health of regional campuses.
The meeting of the Investment Committee included discussions and a resolution regarding the establishment of income spending percentages for the consolidated investment pool of the university's endowment fund for fiscal year 2026. The committee also discussed and approved the spending policy for the consolidated endowment fund, recommending no changes for fiscal year 2026. Additionally, the minutes from the March 19th, 2025 information meeting were approved.
The meeting centered on a real estate transaction involving the property at 3401 Boulevard of the Allies, owned by the University of Pittsburgh. The university aims to redevelop the site, including multifamily housing and a grocery store, and has selected Radner Property Group for the project. The proposed transaction involves a 75-year ground lease with a renewal option, requiring no capital commitment from the university. Discussions included the timeline for finalizing the grosser, the inclusion of affordable housing units (estimated at 10% of the units), and the anticipated start of construction in late 2026, subject to permitting.
