The regular meeting addressed several administrative and operational items. The agenda was approved with the addition of hiring three new EMTs: Clay Danielson, Ella Cossette, and Tessa Aberle. A truth-in-taxation public hearing was held and subsequently closed. The Council approved the 2026 levy resolution, the 2026 budget resolution, and the 2026 employee wages. Authorization was given for the Finance Director to approve year-end checks and payroll. The first reading of Ordinance 2026-01, enacting the city's code of ordinances, was approved. Variances and a Conditional Use Permit (CUP) were approved for specific properties/businesses. A land donation agreement with the Wagner Family Trust was approved, and the Barnesville Event Center was designated as the 2026 election polling place. The meeting concluded with a closed session for the City Administrator's annual review, followed by the adjournment of the regular meeting.

The council members approved the agenda and consent agenda as presented. They also approved an amendment to the 2025 Budget to reflect electrical transmission expenses in the Electric Fund. Additionally, the council approved summary ordinances related to the definition of carports and garages, approving carports as a conditional use, and electric rates for time of use between 2026 and 2028.

Consent was given for the Clay County HRA to levy for a Special Benefit Tax in the City of Barnesville 2026.

The council addressed several key items, including the approval of alcohol consumption for the Purple Goose at the Blue Eagle Market, resolutions to designate authorized representatives for the City of Barnesville with MRES and WWMPA, and a resolution declaring Potato Days a Community Wide Festival for 2025. They also approved the American Legion land donation agreement and the resolution for the American Legion donation of Reed Field Park. Additionally, the council approved the vacation of 7th & 8th Street SW and approved Summary Ordinances 2025-02 and 2025-03. They also approved the Public Works building bid #2 from RM Thune, LLC.

The agenda included discussions and decisions on approving the agenda and consent agenda, the second reading of an ordinance regarding golf course fees, and a resolution for a limited use permit for a municipal identification entrance sign. The council also opened and closed a public hearing for annexing land along the East city limits road, approved the second reading of an ordinance annexing land, and approved soil borings on 13th Street. Additionally, they authorized staff to sign a Utility Service Partners Service Line Warranty program agreement, approved a variance at 203 9th Ave SE, approved a resolution eliminating parcels from TIF District No. 1, authorized staff to proceed with a grant for the Old City Hall, and approved a resolution declaring Potato Days a community wide festival.
