This Parks and Recreation Master Plan outlines a 20-year roadmap for the City of Kenai to strategically manage and develop its parks, recreation, and facilities. It focuses on enhancing the quality of life for residents and visitors by improving existing infrastructure, creating new recreational opportunities, and optimizing land use. Key areas include consolidating sports fields, addressing specific facility needs like pickleball courts, and engaging the community to ensure equitable access and resource efficiency.

The Council discussed a citywide streetlight assessment and conducted public hearings on several ordinances, including amendments to election procedures regarding candidate filing and canvassing, the acceptance of grant funds for drug investigation overtime, and the adoption of a new street design standards manual to streamline subdivision development. Additional business included ratifying bills, approving special use permits for commercial airport operations, and adopting the annual budget and salary schedule for the upcoming fiscal year. Various zoning map amendments and property sales were also addressed.

The Commission discussed the active construction schedule and runway closure for the runway rehabilitation project, including operations on a temporary runway and anticipated completion by September. Updates were provided regarding FAA safety risk management procedures, instrument flight authorization for the temporary runway, and efforts to relocate aircraft on the south apron. Additional business included recommending council approval for special use permits to Rock River Outdoors and Crowley Fuels LLC. Reports were provided on the airport budget, the FAA remote tower program, the terminal café RFP, incoming Alaska Gas Line development project flights, and upcoming Marine Corps exercises. A brief discussion was held regarding the status of fuel pumps at the float pond.

The commission held a discussion regarding the upcoming garden tour, selecting a date and identifying locations for the event. Staff provided updates on the volunteer planting day program, including cookout arrangements and volunteer coordination. Additionally, a kite festival was scheduled, and members received reports regarding seasonal hiring, committee agenda-setting strategies, and information from the City Council concerning the Parks and Recreation Master Plan.

The council certified the results of a special election and approved the agenda and consent agenda. A proclamation was presented to recognize the Kenai Peninsula Hockey Association Ice Hawks 12U girls hockey team for their historic state championship win. Additionally, a presentation was provided by the principal of Connections Homeschool regarding a proposal to utilize the Challenger Center as a dedicated facility for homeschool and career technical education programs.
