This Land Information Plan for St. Croix County outlines strategic initiatives for 2025-2027, focusing on modernizing land records to enhance government efficiency and service delivery. The plan aims to achieve recognition for its mapping gallery, broaden GIS utilization, improve lidar derivatives, and bolster responsiveness to land records requirements for residents and businesses. Key strategic projects include the acquisition of 2025 WROC ortho imagery, implementation of PINtegrity, creation of an access point layer, an update of the GIS platform to Portal and ArcGIS Pro, and the conversion to ArcGIS Pro Parcel Fabric.

The council reviewed the Aging and Disability Resource Center (ADRC) financial reports for September 2024. A presentation was provided on the 2025-2027 Aging Plan overview, including a timeline for development, public survey results, demographic changes in the county, and established goals. Administrative announcements included updates on nutrition funding and program availability, changes to senior center catering models, updates on record-keeping software transitions, and upcoming community events.

The executive committee discussed updates to the Community Justice Collaborating Council (CJCC) bylaw language, planned agenda items for upcoming full council meetings, and reviewed future meeting schedules for the executive subcommittee. Public comments included discussions regarding the work of CASA representatives and out-of-home placements for children, as well as encouragement for greater public participation in trials.

The committee held public hearings regarding rezoning requests in the Town of Pleasant Valley and the Town of Richmond, as well as on amendments to the waste storage facilities code. Business items included recommendations for ordinances amending the Comprehensive Zoning Ordinance for specific properties, the repeal and recreation of code chapters regarding waste storage and parks, and updates on park and trail improvements. The committee also reviewed financial reports, discussed zoning enforcement for the Amish community, and reviewed a memorandum regarding proposed amendments to the County Comprehensive Plan.

The committee received an overview of the Land and Water Conservation Division and conducted a review of the Chapter 11 Waste Storage Ordinance revisions. Financial updates included a review of the August 2024 financial report and 2025 budget requests. Additionally, the committee recommended approval of a resolution to amend the 2025-2029 Capital Improvement Plan, specifically to include $1.5 million in funding for the Eckert Blufflands project.
