Key strategies focus on enhancing existing facilities, supporting program growth, strengthening connections, and leveraging partnerships. Strategic goals address financial capacity, access and connectivity, stewardship of facilities, balanced recreation outcomes, arts and culture advancement, and organizational capacity, informed by community input on indoor and outdoor amenities, programming, and community connections.

The Council held a work session on financial planning for public utility systems to address operational and infrastructure needs. During the regular session, the Council approved a consent agenda covering right-of-way modifications, construction administration services for the raw water intake structure, general contractor services, and a letter of support for a local health coalition grant. A public hearing was conducted regarding a proposed 10% increase to electric user fees, though no action was taken. Additionally, the Council reviewed the draft Parks and Recreation Master Plan, adopted two ordinances regarding 2026 budget appropriations and revenues, and authorized a professional design services contract for the Public Works building expansion.
