The 2024-2029 CORE Strategic Plan for the City of Hickory aims to increase economic vitality by leveraging outdoor recreation assets. The plan outlines six key focus areas: business growth and development within the Outdoor Recreation Economic Sector, outdoor recreation product manufacturing, connecting education and workforce development, marketing and promotion, fostering an outdoor recreation culture, and maintaining a local alliance of stakeholders. It seeks to achieve this through five primary goals: supporting the development of regional commercial centers, developing entrepreneurial initiatives, supporting Hickory as a regional center for cultural events and outdoor recreational activities, encouraging educational achievement and workforce development in the outdoor recreation sector, and growing the economy based on diverse industries including outdoor recreation.

The council meeting included a presentation by a local pageant contestant and the recognition of special guests. The City Manager presented the annual recommended budget for the upcoming fiscal year, highlighting key city services such as public safety, street maintenance, solid waste, and water and sewer operations. Discussions focused on the growth of the property tax base, the impact of major industrial investments on service demands, and the distribution of residential development across the city. Additionally, the council reviewed proposed rate adjustments for water and sewer services to support a more conservation-oriented rate structure.

The council addressed several administrative and development topics, including the issuance of a fireworks display permit and the purchase of a mulch blower. Professional services agreements were approved for sidewalk and trail connector projects, along with an engineering services agreement for streambank and sewer improvements. Additionally, the council authorized an application for a Safe Streets for All grant, approved housing assistance recommendations, and adopted a budget revision. A public hearing was scheduled for the upcoming fiscal year budget, and the Community Development Block Grant 2026 Annual Action Plan was considered. Board and commission appointments were also addressed.

The council held a series of special presentations, including proclamations honoring Traditional Building Communities Day, National American Public Works Week, Tourism Week, and National Police Week 2026. A concerned resident addressed the council regarding housing equity and advocacy for the Ridgeview community. The council ratified budget revisions and rezoning petitions on second reading. A public hearing was held for the voluntary contiguous annexation of properties on 14th Avenue SW, which was subsequently approved. The council also received a third-quarter financial report detailing current fiscal conditions and reviewed several board and commission vacancies.

The meeting featured a proclamation declaring May 2026 as Building Safety Month. There was a presentation by the Foothills Veterans Helping Veterans organization regarding Mission 22 and a proposal to install speed limit signs as a suicide awareness initiative. Additionally, the American Public Works Association presented the Samuel Greeley Local Government Service Award to a city staff member. The council also acknowledged a member of the Youth Council and heard public comments from a resident of the Richview Community.
