This Capital Projects Development Strategy, developed in partnership by the Greater Northside Management District and Harris County Precinct 2, outlines a forward-looking plan for future infrastructure improvements in the Greater Northside area. The strategy identifies and prioritizes transportation and mobility projects by evaluating corridors based on safety, economic development, access, mobility, equity, and public input. The primary objective is to enhance transportation infrastructure, systematically pursue funding, and ultimately benefit residents and businesses within the District.

This Master Plan for John R. Harris Park, prepared for Harris County Precinct 2 and the Harris County Engineering Department, integrates the park's historical significance with community-driven development objectives. The plan provides a detailed site analysis, including connectivity, transit activity, traffic patterns, and environmental factors. Informed by extensive public engagement, the plan outlines key programmatic elements for park enhancement, such as a community center, splash pad, sports courts, flexible lawns, a fitness plaza, a community garden, and improved pedestrian infrastructure, aiming to create a vibrant recreational and community hub.

The Barrett Community Plan aims to transform Barrett into an independent, vibrant, and sustainable cultural hub within Harris County, providing sustained quality of life and economic opportunity for its residents. The plan outlines strategies to bolster economic development through increased tax base, job creation, and workforce training. It also addresses housing needs by advocating for diverse and rehabilitated housing stock. Key focus areas include improving quality of life through nuisance enforcement, enhanced public services, and environmental quality. Furthermore, the plan emphasizes multimodal transportation improvements, drainage solutions, and the preservation and promotion of Barrett's rich heritage and culture through community-led development and strategic partnerships.

The Harris County Precinct 2 Parks and Trails Plan is a strategic roadmap designed to enhance and optimize the parks and trails system for the diverse communities within the precinct. The plan is built upon a foundation of seven key goals: ensuring all parks and trails are safe, accessible and connected, promote a healthy lifestyle, are culturally relevant, engaging, environmentally resilient, and economically resilient. This comprehensive approach aims to nurture inclusivity, significantly increase access for all residents, and foster long-term longevity and robust networks of care across the entire Harris County Precinct 2 park and trail system.

The task force held a regroup session to provide clarification on recommendations discussed during previous meetings. Key discussion topics included the project status, an overview of management districts and their role in providing supplemental services such as public safety, infrastructure improvements, and beautification, and an explanation of the revenue models for these districts. The meeting also featured a consultation on the potential for taking on debt and alternative options for addressing community concerns, including incorporation or forming other types of improvement districts.
