During the open session, there was an update from the National Alliance on Mental Illness (NAMI) regarding a successful short-term housing program utilizing tiny homes in Tampa, Florida, which demonstrated significant success in transitioning unsheltered individuals into stable housing and reducing ER visits. The Commissioners also reviewed the Calendar Year Appropriations Report for January 2026. The session proceeded into an Executive Session to discuss personnel matters including appointments, dismissals, promotions, and other employment actions.

The meeting agenda focused primarily on resolutions authorizing financial actions. Resolutions also authorized funding for the NCAA First Four events promotion, accepted the change of ownership for the Dayton Dragons Baseball Team, and authorized an Economic Development Loan Agreement.

(NYAP), Safehouse Ministries Inc., and Spec Alternatives for Fam & Youth of Oh Inc. for Job and Family Services. The session also included an Executive Session to discuss sensitive personnel matters such as Appointments, Dismissals, Demotions, Job Postings, Negotiations, Resignations, Discipline, Pending Litigation, Employments, Real Estate, and Economic Development. The Board also accepted a settlement for damage to county property.

Key discussions and authorizations during the meeting included soliciting bids for the Diamond Mill Road Rehabilitation Project and authorizing the purchase of four 2027 Freightliner Conventional Chassis. Several road weight limits were posted for specific roads. The Sheriff's department received authorization to purchase ammunition. The Clerk of Courts authorized a JusticeWeb Service Agreement with the City of Dayton. The County Administrator's items included the approval of bills, travel/expenses, and personnel actions. Authorization was granted for various departmental agreements, including annual background checks, data exchange for insurance administration, and architectural services for the Job Center Temporary Relocation Project. Requests for Qualifications (RFQ) were solicited for facade lighting and engineering services for the Walnut High Grove Storage Tank Project. Agreements were authorized for sewer/water relocation construction, a merchant services agreement, and an amendment correcting vehicle purchase details. Human Services reviewed amendments to Youth Homelessness Demonstration Program grants. Department of Job & Family Services authorized Memorandums of Understanding and agreements for Substitute Care Services. Community & Economic Development authorized agreements for marketing activities with the Dayton Dragons and for the Essential Home Repair Program, alongside amendments to other delegation agreements, and various service agreements supporting small business growth and platform support.
